There are several reasons for concern about the quality of gender equality policies across Europe. One is about the understanding of gender and gender equality (leading to potential reproduction of gender inequality) and about the way gender equality policies deal with the dynamics of Europe’s multicultural context (leading to potential ethnocentric bias). There are also fears that especially gender mainstreaming, because it is developing in a technocratic way, is leading to a weakening of the voice of civil society in gender equality policies. Other concerns are about the existence of internal inconsistencies (leading to ineffective policies) or inconsistencies between EU policies and policies at the level of the member states (leading to implementation problems).

LARG conducted detailed multilevel country studies of gender+ equality policies in all member states, plus two accession states (Turkey, Croatia), and at the level of the EU itself. The analysis focused on the period from 1995 to 2007. The activity produced 15 deliverables and as such it stands for the largest data collection and analysis activity of the QUING project.

Country Deliverables

Four deliverables were country based. These deliverables are:

D8: State of the art reports

These 30 annotated bibliographies map the relevant recent literature on gender+ equality policies in all European Union countries, plus Turkey, Croatia and the European Union. The series is an important contribution, especially for countries where literature is scarce, and researchers did comprehensive desk research on work written in local languages that was hitherto inaccessible to wider audiences.

D19: Series of timelines of policy debates in selected topics (issue history reports)

Timeline reports map the recent history of the four QUING policy fields through annotated timelines on the development of these policies. They describe the major momenta of policy shifts and the role played by different actors in bringing about policy change, and highlight major contestations in the field. They contain full reference of major relevant primary policy documents, supplemented by references to secondary sources.

D33: List of documents for frame analysis

This deliverable presents the methodological choices made in every country concerning the primary policy documents to be analysed, and the data collected and presented within the framework of D19. It was the basis for the frame analysis conducted in each country and the EU.

D40: Series of LARG country reports (restricted to the Consortium)

LARG country reports present the frame analysis results for each country and the EU as well as for each issue. The data in these reports, stored electronically in the QUING software, provides an English language super-text for every policy document analysed within the project (2086 documents in total). It gives an analytical reading of these documents by experienced and trained researchers who well understand the context in which they work, and who work according to a standardised methodology.

Two LARG deliverables present comparative work. First, similarities and differences in framing gender equality between each country and the EU were analysed, resulting in a series of country-EU comparative reports (D36: Series of LARG comparative reports [restricted to the Consortium]). Second, a cross-issue frame analysis of the four QUING issues (general gender equality, non-employment, intimate citizenship, and gender-based violence) analysed the four issues according to their relationship to gender equality. This resulted in a typology of gender equality frames across Europe (D48: Proposal for a typology of gender equality frames across Europe [restricted to the Consortium]).

Methodological Deliverables

A set of six deliverables comprise together the methodological work done within the activity. A synthetic presentation and description of the contribution they make is given in Chapter 2 of the final LARG report.
